What are the limits to a welcome message?


I just have “a few” questions about the welcome message:

  1. Are we allowed to use external stylesheets and Javascript files?
  2. Is Javascript even allowed on it?
  3. Is the welcome message responsive by default?
  4. If the tops and bottoms of the welcome message are HTML elements, can I modify them?
  5. What happens when I put in meta data into the head? Will it do nothing or what?
  6. How does the welcome message know when I’m typing plain text or using HTML?
